Dude, I'd love to get BI.  I think he would be GREAT next to Luka.  I just don't know about that defense.

So, are all trades legal now? Or just trades that involve upcoming draft picks?

I think any team can make a trade right now as long as it doesn't break normal CBA rules.

Trades can be done, if that is what you are asking. But what this deal show me, there is no limit to when you announce the trade and when you actually make it official. At least I think Memphis doesn't have the cap space to make this deal until start of new season.

Adams is basically same player. Memphis is still rebuilding so they collected a better pick and additional one for their cap. NO cleared cap space so I guess they might be real suitors for Lowry.

Further, NOP doesn't really fix the issue they had with Steven Adams. Valanciunas plays around the rim like Adams, and wants the ball even more than Adams. 

Really odd move by both teams.

Absolutely disagree from that standpoint. Valanciunas is much better. More skilled offensively, just as good as a rebounder.

I'd say Steven Adams is like 80% of Valanciunas. He was a big part of why Memphis was so good.
David Griffin has not appeared to be a smart roster builder in New Orleans. All this to pursue Kyle Lowry? Lol.

It is pretty risky if they really want a player at 10 with 3 more days until the draft.  A lot of movement is expected after the first four picks.    They either have another move lined up or this is a future move as Jonas didn't fit their long term future.    Jonas is better than Adams though imo.

Yeah, I can't see Lowry going to NO.   He may use them to get more money.

I think the value is solid but I am suprised that they are still trying to collect more assets. At some point they need to go after win now pieces.

They eat 21m in salary in year one. 37m in year two. Valanciunas for Adams is probably a wash when it comes to on court impact. Both great rebounders. Valanciunas better on offense. Adams sligthly better on defense. Wouldn´t be suprised if Bledsoe is bought out at some point in the next two years.
Grizzlies move up in the draft and add another first. The protections are the most important part of the trade. As of now I don´t think the Pelicans will make the playoffs. Could be another lottery pick in a deep draft class.
I guess I'm the only one who saw that and said, "Damn, Mempis got our 10th pick."

Someone who is tied into all things Memphis.  I just have trouble seeing either Adams or Bledsoe are desirable besides as salary filler.    But they do have pick # 10, a future first from New Orleans and some good young players.

TL/DR Answer - Trades can certainly be done right now - teams can trade once their season (including playoffs) ends. But assuming this is the entire NO-MEM trade, Woj's saying they are "finalizing" this one is really a big overstatement.
 
Added details

1 Nothing has been, can, or will be reported to the NBA (which is what makes a trade binding) until the terms are cap-legal for both teams. This isn't even close.

2 At best, they are more or less working on a verbal agreement that they will do this deal in August - which neither team is obligated to keep, if they later feel a reason to do something different. Teams almost always go ahead as agreed, but not 100% of the time. And there may be contingencies included, like with the draft.

3 The 2021 draft picks will still be held by the original teams on draft day, presumably drafting for each other. But sometimes picks being traded can be contingent on "if our player is available" and if not, the deal blows up.

4 By the time it gets to the REAL finalizing point, other teams and their picks/players may be added.
I don't get this deal either, especially between division rivals. Have to believe it's a precursor to another deal for Memphis. I wouldn't have gave up Jonas for Adams then they take on Bledsoe's deal.

Or they simply really like a player at #10, that won´t be available at #17. They also traded up for Bane and Tillman last year. Some teams do such weird things. Even crazier they let them play, too. Big Grin
It appears Memphis is targeting guys between 5-10. I'm thinking another move up is happening for them. 

I could see them trading with GS to move up. 

I actually love the move for Memphis. They get a top 10 lottery pick and a future late 1st to take on Steven Adams past this year? Yes please if I'm building thru the draft. 

You nail this pick and you got a nice 3 headed trio moving forward. Val was solid for them but also keep in mind Jackson was out basically the entire year. Val was very expendable moving forward with Jackson back.

I like the trade less for New Orleans. And that is why it's moronic to extend someone before you have to in FA. At least non young players that is. 
Basically was forced to dump a bad contract to move down in the draft. I think Val is worthy of just a single meh to late 1st.
