I guess we can judge the new FO by:
1. Can they convince Lowry
2. If yes, can they orchestrate the move in a way that offseason nets more than Lowry for trading JRich with asset for cap space and renouncing THJ and possibly WCS

This one is simply not true. Pels can offer 36 mil if they renounce Ball and Hart. Mavs can offer 34 if they dump JRich and renounce WCS and THJ. Before even going into SnT. Guys were just throwing numbers from the top of their head. It doesn't mean Pels will offer 36 mil
But 36 is way too much money...
Seems Marc Stein lives by the Mavs2021 mantra.

My only hope at this point is that this is a genius plan by Nico to cause NO to let Ball go to get Lowry so we don't have to mess with his restricted status.

OK, gave this some thought and it ended up being more about Duffy than Lowry.  In fact, it doesn’t have to be about Lowry at all.  The idea here is jumping in the middle of a Turner for Smart deal.  Some credit to ChicagoJK for the basis of the idea.

Turner is Duffy and Smart is Happy Walters (who broke off from Excel).  I suspect everyone would prefer this be done before the opening of free agency.  But, Boston has an issue with being hard-capped on any deal in the 20/21 season.  We will involve two other Duffy guys (R. Williams and JRich).  We could also add another if Aaron Holiday becomes involved.  Of course, the interests of Duffy’s biggest client are at the core of all of this.

Indy moves from Turner to Smart, but would want more than expiring Smart.  Maxi would be a nice compliment to Sabonis, so he goes to Indy also. The Maxi/Smart combo is a trade match for Turner.  So, Dallas doesn’t have to take back salary for sending Maxi.

Boston gives up Smart, so a one year rental of JRich makes sense.  He fits the remainder of the Haywood TPE, so Dallas doesn’t have to take back salary to send JRich.  Their prize is getting Turner, but that’s a problem for Duffy.  Turner takes opportunity from Robert Williams and Grant Williams.  The Celtics now have Horford, Turner and Thompson in their big rotation and it screws the market of each Williams when their rookie deals are over.  The other benefit of sending about $3.5mm of outgoing salary from Boston to Dallas is that is the amount of money needed to keep Boston under the Hard Cap in the 20/21 season.  Nesmith or Langford could also work, but this is a Duffy post, not a Happy Walters post (Langford) or a Schwartz post (Nesmith).  I’m going to send G. WIlliams to Indy and A. Holiday to Dallas in this deal.  IF it is needed in terms of order of operation, Indy has a TPE that either Williams will fit into.

So, here is the deal:

Boston sends:  Smart/Williams/Williams
Boston gets:  Turner/JRich

Dallas sends: Maxi/JRich
Dallas gets:  Williams/Holiday

Indy sends:  Turner
Indy gets:  Smart/Maxi/Williams

Leaves us a little extra cap room, but we’ve added two less expensive younger guys to replace Maxi and JRich (and made the agent very happy as he now has leverage over his when they become FA’s).

Good idea, I just don't understand why the 20/21 hard cap is an obstacle. No free agents are involved so they can anounce everything, including 2021 picks, and make the trade official after August 3rd. Same way Memphis-NO did it.
Going ALL IN on Lowry! That is a move that RC would have loved  Big Grin
