I think he has amazing body control and balance, but isn't it kindof a bit easier to "stop on a dime" and "decelerate" when you don't accelerate faster? Harden does much of the same thing Luka does BTW. I think some of the "decelerate' things have more to do with his handles and getting the defender off balance or trying hard to recover, which allows him to get to where he wants to go.
