Based on last couple of offseasons signing Graham for max would be thinking big

I think yes, if DDR and Lowry want to merge to win a ring together, puting team first. DDR and Lowry would probably be big enough to attract good players for exception money. I would construct this team for 2-3 season window and Mavs would probably be good enough to be in a wider circle of contenders. Since we are signing both it seems neither is on a really bad contract so plenty of flexibility going forward. After 2024 you can reconstruct the team having just Luka under contract at that point.
