I think you're also overlooking a massive factor in how we used to do Plan Powder as well, and that's the star we're trying to sell.  

The height of plan powder occurred during the twilight of Dirk's career. Hard to get excited playing with a 35 year old Dirk, an incomplete roster with an A-hole coach, and no concrete plan given by the GM if you're the premier talent of the NBA. 

Sure to us Dirk was still incredibly effective and any other star could've vaunted the Mavs then to legit contender status, but the hesitation in knowing how good the Mavs could be was enough to be the final nail in the proverbial coffin in deterring any free agents that already got past all the deficiencies in the Mavs pitch. 

Now, the Mavs have arguably the best 22 year old player ever. He put up stats for a player his age that we haven't seen since Jordan. There is no selling Luka, because people who need to be convinced aren't watching.  Stars see him. They see how good he is and he isn't even in his prime. 

If I was Kawhi and I had to choose between hitching my horse to Paul George or Luka I know exactly who I'd pick.

I think plan powder 2.0 has nailed all the key aspects we were missing the first time around. I hope it yields different results.

I'm really not overlooking that.  Thinking that you have Luka is the key to stars coming is foolish (I'm sure Mark thinks this).

Mavs haven't proven they can build a contender.  They have a massive KP problem.  They are pretty short on assets outside of Maxi, DFS and Jalen (I guess you can count Green, TT, Bey).  Mark Cuban doesn't know how to pitch to free agents.  Luka hasn't proven he can coexist with another star.  If I was Leonard and I wanted more rings, I'd probably wouldn't move and just take my chance with LeBron and AD.  

I'm not trying to be flippant here, but I'm not sure I'd even want Leonard at this point.  I don't think he's a particularly good teammate, he's very much a diva when it comes to his health and his health is certainly a concern.  If we were close to a championship roster, I'd pull the trigger.  But we just aren't that close.
