Not sure how that would be the answer, or doable. The cap number is the designated limit (thus, the "cap") on spending, at least on paper, and teams are already required to spend at least 90% of that number. That's not a wide range. Whatever number you set, there will of necessity be some latitude and flexibility so that you don't have teams who end up spending just for the sake of spending.
In addition, in relation to the $123.655M cap, the teams in general are already spending. The AVERAGE team salary is at about $25M over the cap (almost at the tax line).
