Semantics I think. 

I see it as "waste" because I think at 23 Luka could already be much further than he is. He has "GOAT" level talent, i.e. he has a natural talent level that could lead him to surpass MJ when all is said and done. But he HAS to put in the work to get there. I personally see it as a "waste of talent" if he doesn't.
