They pick guys who have no NBA ready skill, but who have the potential to have several if it all works out just right. Teams tend to do much better getting guys who have one thing they do well enough to keep them on rosters until some of the other stuff develops. But, it is often too early to take those "known ceiling" guys that early.
I am hopeful that the Mavs (now that they have their stars) will be better at the draft because they simply need to pinpoint specific skills to fill out the roster.
