Most likely, these are just Summer League deals, as you can't sign undrafted players to NBA contracts until free agency begins. You also can't do the most popular type of "camp invite" contract until you have 14 players under contract. And they have to keep in mind the 20 player roster limit, on signing that will bring the player to camp.

At this point in the offseason, these deals tend to only be "prove it" for the Summer League, with camp deals being given after the Summer League to the ones they like the best after seeing more from that venue (and after signings and trades in the early part of the free agency, that will add players).
