It works the other way also. If Powell is traded for air, it doesn't add $11.08mm to space because you have to add another minimum slot. It creates more like $10.1mm and would take space to about $44.6mm without JRich and WCS.
Seems to me that absent something bigger with KP there are two paths:
1. Operate over the cap and keep THJ, S&T assets for someone else and retain the full MLE. Advantage: Leverages amount of returning contracts and the MLE.
2. Create space and sign whoever you want, but have the r-MLE instead of the full MLE. Advantage: Controlling your own destiny (no dependence on a third party agreeing to a S&T).
