So don’t think that would be the only hold up.
I think the Raptors want a 1st and the Mavs don’t want to give them one.
Both are just waiting for the other to blink.
Plus Raptors probably don’t want Powell’s 2 yr salary. So maybe a third team is required to take Powell but Mavs don’t want to give another asset for say OKC to take Powell.
Why risk it though? Just because Mavs/Raptors fans need immediate gratification?
Regarding Powell´s two year salary. They are 10M into the luxury tax this year, so replacing Dragic´s $19.5M salary with Powell´s $11M salary saves the ownership group almost $20M this year, for a team that is not a contender and has a 1st round ceiling (if they even get into the real play-offs).
The Mavs are in a stronger negotiation position imho otherwise they´d have no hope of dumping Powell. Ujiri can sell Brown as a prospect and the Canadian angle with Powell.
If it ends up being Powell/Brown outgoing, I hope the Mavs sign Hartenstein as a replacement.

That would make huge waves three days later, when the Wolves players are finally recognized by some basketball insiders.
