I think agents want to know the team they are negotiating with will actually have the cap room they say they will have. Teams might want to know they will actually have space once the moratorium ends to actually sign the offer they made at 5:01 on 8/2. Even teams who might be adjacent to this deal (like NO sending Ball for Brogdon) might want to know exactly where Indy stands and who is actually on their roster.
Great if everything between Memphis and NO works out. But, neither party is obligated to finish their announced deal. "Can" announce and should do it this way are not the same thing.
