I could be wrong, but I believe they might still have a cap hold or two, like Reddick's, for example.
If they don't mind raising the salary commitment, I think they can sign-and-trade him for something small if they want, and if any team wants him at a contract higher than the minimum, of course. I don't fully understand what causes teams to be temporarily hard-capped though, so this might be way wrong.
