The reality is that the current state is Dragic is $19M in "sunk cost" to TOR, the price they paid for Precious and a 2nd, and they don't have a particular desire to have him on their roster.
*TOR would ideally replace him with 19M or less in players they do want. Or at least find a way to reduce their wasted outlay from 19M to a (much) smaller number.
*Dragic doesn't really want to be there. He would ideally get his 19M from TOR, and then get to pick a team of his choosing and a new deal.
*Dallas would like to have him, but would ideally prefer not to have to pay (in salary or assets) to get him.
It's unlikely that any of the 3 will get everything they want. But they are all going to try to get as close as possible to their best outcome - which means they are trying to get others to settle for less than they want.
We don't know what going on behind the scenes, but Toronto could keep Dragic and see if there are any offers at the trade deadline. It is probably not preferable, but it could be an option.
For Dallas, optics matter. Luka sees the Lakers getting everyone under the sun. Now Dallas is not LAL and maybe these moves don't work once the games come for LAL. But added to the confusion over the 2019 Goran chase and now they have Goran saying he would want to play with Luka in a quote from today. If the Mavs can't make it happen, it needs to register somewhere in the back of Luka's mind regardless if he signs for 5 years. So the Mavs are under pressure to to make this happen....if this is the path they have chosen.

Not sure if that's the real reason. They probably don't tell reporters the real reason. They tell reporters something that helps their negotiation.

If they know they have a guy that wants to be here, and all parties agree, then deal and be done with it. I understand TOR is going to play hardball obviously, because they hold all the cards. But saying that the price of WCS and DP was too high because they would be left without a credible backup, when a lot of Cs were picked up today and yesterday and you drafted another?

Why pay for something (even if the cost is as low as WCS or TT) when you can have it for free?
Or Toronto just keep him and play him?
Or do what Memphis did with Iggy and refuse to budge for his demands?
Toronto doesn't have to do anything they don't like

I doubt the front office is thinking about this. If they put together a good team that wins, the optics follow that.

deals can take time, especially when you have multiple parties trying to get what they want
they party in the most hurry probably gets the worst end of the deal
I'm excited about this actually. I think we have a GM that negotiates and doesn't give in easily. And that appears to be a change from the past.

TOR the team doesn't have to do anything they don't like but it's an agent league and pissing off an agent over something that doesn't really benefit your team anyway - is not a smart business decision. If Gragic wants the Mavs and the interest is mutual. TOR has no reason to keep him on the roster and play 'hardball'.

Dear Mavs,
Getting rid of Dwight Powell's contract is a positive. We all get that you love him, but Nico's job is to build a team that can win, and DP is a barrier to that. Please don't whiff on this opportunity. And if center depth is a problem, news flash: centers are cheap. Go sign two for the vet min and be done with it.
Signed,

Did they tell reporters anything? In the report I saw, the reporter didn't even claim sources were saying that was the reason, he was outright speculating.

Oh, really. I'm just getting that from the tweets that folks have posted in the different threads. I saw stuff that looked like team reps feeding media folk from both sides, but not sure I want to go hunt the tweets down.

Post of the decade.
Luka loves playing with him. He has a high IQ. Sets great screens. Rebounds will. Is a lob threat. You can argue there is a reason he isn't in the NBA and I'd counter that WCS (was already on his way out), Powell (post injury) and Boban (defensive liability and his offensive efficiency has taken a nose dive) are fringe guys at best.

Speaking of Iggy, I don't think he's signed anywhere yet has he?

So, I've been fine with DP being in trade possibilities. Not trying to keep him here or anything.
But I don't think the board's opinion of DP fits the actual player. His play suffered post injury, for sure, but heplayed pretty well toward the end of the season. Not saying we should keep him, just that he's not the zero that he's been portrayed as recently.

Wasn't he supposed to be chatting with GSW? Do they have roster spots?

Thing is, not only have we not acquired a third (actually second) star this offseason, we haven't addressed our lack of playmaking. We're in a position of *needing* Dragic. Why presume he's going to come here for the minimum if bought out?
Either the Mavs are stalling to possibly make a better move (more likely Collins than Siakim, tbh), or they're being stupid. I liked Powell's play at the end of the year as well, but his contract is still an albatross that it would be helpful to get out of.

I liked Powell's energy at the end of the year. He showed a few glimpses but he's still like 70% of what he was. Maybe he gets back to normal, but his contract was probably too large for Powell at %100 anyway. And that's coming from a member of #ClubDiamond.
Depth at center is also pretty funny when you consider that none of them rebound well.

Not only that, but I kind of wanted the expiring contract, personally. If it is true that Cuban is really sweating the $19 million, then to me that has dark implications for the future. Once Luka’s extension kicks in, this team is going to need to at least flirt with the tax line to be good, I would think.
Maybe I’m missing some thing, but I don’t see any reason to balk at the salary other than not wanting to raise the bottom line by about $5 million.
Could just be negotiating, so no panic.

I think there are other choices than these two. So I binarily disagree.
Man, I gotta tell ya, I buy what Gump has been selling for a while now, that the Mavs have lacked in the area of negotiation. But watching the posturing through the media, and speculation about what's going on in these negotiations, I'm enjoying the fact that we're not rolling over, opening the vault and thowing draft picks at everyone; enjoying that we are negotiating.
There have been some good posts on what is most likely going on with this potential trade. Don't know that I could give a good summary. You should go back and find those posts!! I don't know how it's going to turn out, but it's fun. And it makes sense for all parties that something gets dones. AND... even if the trade doesn't happen, I'm sure we're not done.
