The last time this came up in regards to eliminating Conferences, there was a significant reluctance on the part of the Eastern Conference teams to lose their potential playoff shares, especially the Atlantic Coast teams.
Cleveland was the dominant team in the conference and the Western Conference was much stronger. there was a strong possibility that Boston would be the only team from the current Atlantic division to qualify as a home court team.
Scheduling is the hardest part of this process. I would thinjk that a balanced chedule is the first step in eliminating the conferences.
