I love Justin Jackson for his offensive potential among other things. But I have watched on defense and often cringed. He doesn't stay in front of his man way too many times. He has company here as many of our bigger wings are not good as individual defenders....so maybe Jackson should play. I believe that Rick is trying to get Justin to earn it defensively. Maybe he sees Justin as a quality defender potentially but is not seeing him actually deliver...yet.
He will get his chances. He needs to shine in his minutes offensively and show progress defensively. Something has always kept him off of the floor. He and Rick probably both know why that is from a Maverick perspective. I really, really hope he gets it soon because I love much about his game.
