Yes, anyone can use their voice. It may not be heard, but they can try. It's what our "free speech" is supposed to be about. It's what our "by the people, for the people" is supposed to be about. Folks in the U.S. wouldn't be able to relate to "Who are they to influence the process?" Using our voice and vote to influence the process is part of who we are.
