Players have to be cut in time to clear waivers by the Monday deadline. That is a 48 hour process. If contracts weren't guaranteed and were held beyond Saturday at 5:00 PM Eastern, they start to accrue a per-day cap hit that counts against tax and apron totals. It doesn't mean a team can't do that, but with so many teams tight to the tax/apron, most won't want to do that.
Teams that are already going to eat a guaranteed contract can take their decision all the way to the Monday deadline since they have to eat the salary anyway. In the case of Dallas, they would already have to eat Cisse's salary since all of it is guaranteed. So, no hurry on waiving him. Powell's contract was guaranteed for $1.0mm at signing and is guaranteed for an additional $1.5mm on opening night. Cutting Powell on Monday still allows him to clear waivers by "opening night", so they wouldn't owe him the additional $1.5mm that guarantees at that point. Bottom line, by not cutting either by Saturday at 5:00, Dallas is still able to cut either by the Monday deadline despite the fact most teams took care of their cuts on Saturday.
I love Powell, but I really hope they keep Cisse over him
