It has not been announced by Mavs or NBA, because it's almost certainly just an agreed-to thing. As you note, until there is a trade of his rights to DAL, the Mavs can't actually sign him.
We will start getting contract details once a deal gets in the NBA system. In the meantime, it will stay murky.
