The most important background is that he owned the Mavs before Cuban and was responsible for building the AAC and Victory Park. The team wants a new arena and he knows how to get things done. He'd be a natural parter for any new ownership group.
Then again, the other part of the history is that Perot later sued Cuban accusing him of financial misconduct with how he managed the Mavs, and Cuban sued him back for breach of contract (I believe Cuban won both cases). So it would be really awkward from that perspective.
