I wonder if one or both has already agreed (I assume Horford has), but the money they've been promised is somehow contingent on sending Kuminga somewhere. That could explain the holdup.

Melton and Horford have already agreed to sign with GS IMO.  They're waiting on the Kuminga situation to shake out.
