His offensive game is certainly questionable, although I still think he's underrated. He is highly athletic like DJJ, knows how to cut, and was hovering around 40% on 3s last season on POR until mid January so there is some evidence that he can become at least an average 3pt shooter.
If Portland had a single vet PF that made sense, I'd be drumming up several hypothetical deals to get Thybulle on the Mavs along with said vet PF. Alas, I don't think it's meant to be as of now.
I think there is an interesting spectrum from Thybulle, to DJJ to Naji. They are all plus defenders with questionable 3 point shots, but each provides a tradeoff from defense to offense. I get the impression this FO would prefer a player than can provide value on both sides of the court like Naji than a defensive specialist like Thybulle. I see it as an either/or because for a deep team that already has a minutes crunch with the only hole being backup power forward, it does not make sense to add Thybulle's 11 mil without replacing an existing rotational player.
