Right, but is that factored into the 3.7 number below the cushion he wants? Like, would the first vet minimum signing (of two) just basically cancel a cap hold out, or has his spreadsheet not factored that Hold into the total yet?

There’s no cap hold. You’re waiving the 14th player and replacing with another player on a vet minimum.
