Unless I am badly misunderstanding something, which is very possible, I don’t see enough room for two veteran minimum salaries, even without the cushion. Unless that 3.7 “apron room“ already has a cap hold factored in for the 14th spot.

The 3.7M is factoring in the 1M cushion already. So technically they have 4.7M that the absolutely for no reason can go over!
