"Point is, they can offer 16 mil as it is" --- No they cannot. The size of the TPE is overridden by the Apron, that cannot be exceeded. With the TJH trade, if they don't want to leave any cushion, they are only $14,370,699 below the Apron. With a cushion left, they have about 13.4 to offer.

They actually have a lot of flexibility as long as they stay under the Apron, which they have to do anyhow if they trade for Klay -- in any particular trade they can do a 200% match. It's just a matter of figuring out what to do, then doing it in the right order, and perhaps combining 2 or 3 trades into one deal to join the TPE's all into one.
