I'd like to try a double bracketed tournament where the teams are divided into two fixed sections representing the conferences with 7 teams from the opposing conference. The winners of each section are offered the 4 seed in the conference playoffs. There would then be a final game with the winner being offered their choice: a) the 3rd seed in either conference, b) the extra draft pick at the end of the 1st, c) $2 million per player (not making over $15 mil p/yr) vs $500k for per player for taking options a/b or those making more than $15 mil per year.
For the teams winning each section, all money paid to the players would result in a one time voucher good for an equal amount against the Luxury Tax.
Re-seeding the conferences diminishes the appeal of offering the conference seeds as a prize, but the appeal would be that the stronger conference could conceivably get 10 teams into the playoffs.
Per Player payouts:
Champion - $500k - $2 million (1)
Section winner - $400k (1)
Section Finalist - $300k (2)
Section Semi-Finalist - $250k (4)
Section Quarter-Finalist - $200k (8)
1 and Done - $150k (14)
