I think they want some talent in return (rather than losing for nothing) but cannot afford his long term max (almost max) contract.

I think the "smart money" has been saying that for about a year at least. No reason to think it has changed. I think ATL shopped JC hard at the deadline, didn't care for the offers that would have messed up there midseason surge anyway and decided to punt to the summer. I for one will be shocked if he isn't part of a sign and trade this summer.

He has always been on the thin side and was trying to bulk up and in the process took a growth hormone (which he says was unbeknownst to him).
