Ok, but (and please correct me if I'm wrong here) aren't ALL the different types of deals discussed now, even trades, just agreements in principle until that date? So, wouldn't next year's full $5 million be in play in these theoretical-type deals?

It could be, but theoretically  Dallas could also elect to do 2 draft pick purchases, one that goes through this season (for the remaining $4.4M) and one that waits for next “season” on 8/2 for any amount up to $5.6M

No, there are all sorts of legal trades that can occur tonight.  They fall under the 20/21 cap and hard cap rules if completed prior to 8/2 at 5:00.

Scott, I don’t have time to look it up, but it seems to me the $5.6mm limit is designed to limit cash “sweeteners” in trades between teams.  It seems odd that Igor would count, but a good rule of thumb is I’m wrong about half the time when I don’t look things up (and still wrong 10% of the time when I do Sad )

So...I believe you, but this confuses me. 

I would have thought the "trade deadline" means trading is done until the next season. I have always thought that all of these draft day deals (and the trades that happen during free agency) are like the free agency agreements that happen during the moratorium - just waiting until the date you referenced to become official. 

If that's not the case, then why on Earth do they not let the team trading for the pick MAKE THE PICK? Like, what is the point of Luka having to put on the stupid Atlanta Hawks hat on draft night? I've always hated that, and much prefer the NFL's way of doing it. If you're correct that those trades go on the tail end of the previous season then I hate it even more.

IT appears it doesn't work that way...
The payment counts against the limit of the year the trade was made - It would have to be 2 separate purchases made in two separate "calendar seasons." IF there was a wait for the 2nd cash transaction, the trade would also have to wait to be announced/made official and it go past the draft. While the league usually is lenient in allowing trades announced during the draft that won't/can't be official until the end of the current and the subsequent season starts, I can imagine the league striking down a deal that it determined to be a violation/circumventing of the CBA regarding the cash inclusion rules.

There is a DRAFT DAY moratorium which prevents the picks from changing hands on the day of the draft. This is most likely done to help the TV presentation of the picks so that the partners KNOW who is on the clock.

Ok, that makes a little more sense, but my God do I loathe that approach. 

The NFL telecast manages to handle this just fine without needlessly confusing fans. To this day, people think the Milwaukee Bucks drafted Dirk, which isn't the case.

On the locked on Mavs pod this morning they discussed a possible Maxi for Shamet and 27th pick trade. What if we then used the 27th pick to dump Powell. Then it’s essentially Maxi/Powell for Shamet and $25 million in cap space. Dump JRich and you’re looking at close to $60 million in space. Enough for Lowry THJ and a Batum/OPJ or Theis/Noel

The Collective Bargaining Agreement between the NBPA and the NBA sets out the terms and conditions of employment for all professional basketball players playing in the National Basketball Association, as well as the respective rights and obligations of the NBA Clubs, the NBA, and the NBPA. The current Agreement was ratified by NBPA membership in December 2016, took effect on July 1, 2017, and runs through the 2023-24 NBA season.

Putting on my fake other-GM hat.  That's probably not enough compensation for two years of Dwight Powell at $11M per.

 I think the Mavs would miss Maxi as well.
