Even Sarver won't let him walk for nothing. But, IND knows that a match is possible, and they CLEARLY want the player. I don't think they press the issue just to play chicken with PHX. To me, this will be a sign and trade by the end of the day. Very likely this news is coming out because they already have something semi-lined up. Fun times.
