Raising the minimum amount a team can spend would be a step in the right direction for negotiating a max cap.

Im reading RealGM about the Primo situation right now...consensus is that is medical or criminal/behavioral.
No one has mentioned the wording by the Spurs "decisions stands for now"...That doesnt sound like something medical to me.
I agree with most claiming that you dont just cut 19 year old lotto pics.

Not sure how that would be the answer, or doable. The cap number is the designated limit (thus, the "cap") on spending, at least on paper, and teams are already required to spend at least 90% of that number. That's not a wide range. Whatever number you set, there will of necessity be some latitude and flexibility so that you don't have teams who end up spending just for the sake of spending.
In addition, in relation to the $123.655M cap, the teams in general are already spending. The AVERAGE team salary is at about $25M over the cap (almost at the tax line).

The Spurs just picked up Primo's option a couple weeks ago. He had to have done something really bad for this to happen. If he just sucked they would trade him for something. Waiving him like this could only happen due to something seriously bad happening.

So I'm not sure what you think should be done. Or maybe I don't get the point (nor the practical value) of such a thing.
As they already have a minimum (and all of them will pay it, one way or another), aren't you simply recommending a different minimum? But how does that make any diff as to whether the top spenders (who are spending way past the minimum anyhow) will continue to spend through the roof or not?

I hope whatever they can come up with in the new CBA can walk back some of this player movement empowerment. Just gonna spitball some ideas.
- If a Supermax player forces his way out, contract should revert to a max.
- Maybe add the ability to pay one player on the roster whatever you want with it only counting as the max or a certain percentage of the cap with that contract also reverting to a max if they are traded.
- Need some harsh penalties for tampering, as well as for players that work to force their way out. No more of this “well since they didn’t actually say to the media they demanded a trade we can’t punish them, even though their agent is explicitly trying to make it happen.”
I’m all for players making as much money from these billionaires as possible, just do it in a way where us fans don’t get cheated.

76ers with the best performance of the season. Without Embiid. Looked way better on offense. Harden and Maxey pick and roll with good spacing. They have to figure out how to do this when Embiid is on the floor. Not going to be easy because Embiid hasn´t been a willing pick and roll player.

What if you had a split cap that had a sliding scale of home grown players versus acquired players, either by free agency or trade, that was weighted towards team with home grown players? So basically you'd have a higher cap number if your contracts went to players you drafted or gave their first contracts to versus acquisition. You could do things like move acquisition players to home grown players after a certain length of service (6th year). That would largely f the MBT over.
