I may be wrong, but as I understand it Cooper was already on a 2-way deal that expired. Since 2-way deals are usually for 1 season, the Hawks gave him a qualifying offer that made him a restricted free agent at the beginning of free agency since he has been in the league less than 3 years. No team gave him an offer so he signed his QO which just so happened to be another 2-way contract for 1 year. So yes technically Cooper could've signed a 2-way with anyone else this offseason, but the Hawks had dibs to match.
