Sounds like investigating officer dropped the ball on this. Very few details on the police report, no measurements to verify whether the driver could safely pass Bradley and the parked vehicle as she described, no sobriety test on the driver, who left the scene, but did return to answer questions.
Sad situation. I hope this individual realizes that she cost a human being their mobility and the ability to care for their self for the rest of their life.
